Feeling discouraged and I’m not sure what I’m doing wrong

I (F/21/165lbs) started running in November 2019. I’ve done that consistently (3-4 times per week) since then. I’m running about 3 miles each run now. Starting in the beginning of February, I started tracking my calories using the lose it app and I haven’t lost a single pound. My calories have been around 1200-1300 per day since I started which I feel is restrictive but maintainable. On workout days, I up my calorie intake by about 200 calories because I throw in a protein bar after my workout, but even then, I should still burning more calories than I’m eating. I’ve only weighed myself twice, once each month, so maybe it’s just a fluctuation, but it kind of sucks. I’m 99% sure I’m measuring everything properly because I either scan the label on my food or weigh the ingredients if I make food at home. I don’t drink as much water as I probably should but I definitely drink at least 4 cups a day. Other than that, I’m a pretty average person. Any advice?
