Flabby butt?

Hi I’m 163cm tall and weigh around 45-46kg. I’ve been told I have a typical ballerina’s body - I have broad shoulders and a tiny waist, I’m skinny but relatively toned. It’s taken a lot of time to get to a low body fat percentage and get away from being skinny fat. The one problem I have is I have a very flabby bum which sags down to my thighs. I know it sounds silly but I have a serious complex about this, I don’t wear bathers or shorts because of it which makes summer and going to the beach very embarrassing for me, it’s limited what I can wear and just genuinely bothers and upsets me to the point where I starved myself for days hoping to see a change (which I didn’t) How do I go about fixing this? Is it a diet change, too much sugar/fat? Is it just a matter of toning, if so what exercises do you recommend? Any good resources out there to tone this area of the body? I find weights and squats and lunges avoids this area and only tones my thighs and legs which isn’t what I’m after, does anyone have any suggestions or recommendations for me? I’d truly appreciate it. Also, I do not spend much time seated, my job is quite physical I’m on my feet all day and on top of this I walk 5-6km to work everyday and long distance run too, at this stage I’m willing to try literally anything!!
