Looking for some advice

Hi guys, I am a 21 year old 5’3” female. I graduated high school at 144 lbs; I have been trying to lose weight for nearly 4 years now on and off but it isn’t going very well. My lowest was 128, I am currently around 135 lbs. I’m about to graduate college and my stress levels are pretty high. To be honest I think I have some other issues that don’t relate to my weight in regards to body image issues, but I hate the way I look. I wear a XS/S top and a size 2 jean, but I have a lot of abdominal/thigh fat and cellulite. My goal weight is 120 ish.

I usually eat 1200-1400 calories and try to get 10,000 steps a day, I’m vegetarian (and have been my whole life), I drink alcohol maybe 1 time a month, and I like to run and run/jog/walk at intervals, although I can’t do much of it in winter in a pandemic. I’m just feeling down and frustrated because I just can’t seem to hit my goal. Does anyone have any tips? I know this is kind of broad, but I’m feeling pretty bad and willing to try anything.
