Lost a lot of weight, where is a safe spot for a small tattoo?

The title says most of it, but I’ll expand. I’ve lost >180 pounds as of today. I’ve wanted a tattoo (really, lots of tattoos) for more than a decade, but wanted to lose weight first. Now I feel like even though I’m not done, I can get a small first tattoo.

I’m thinking on my torso. I kind of want to have large singular pieces on my calves/thighs and maybe one full sleeve (eventually, my current professional position discourages visible tattoos).

Here’s my fear though. I’m very likely going to get skin removal surgery in the future. I don’t really care the tattoo moves, I just don’t want it to be on skin that gets removed. Where are some “safe” areas? Is my back around my shoulder blade ok?
