How do I get to a “better” weight and measurements?

I’m 19, 148cm (4’ 10”), 48+/- kg (about 105.8lbs). My measurements are 33” bust, 27” ribs, 25” waist, 35” hips, 21” thigh, 13” calf. My BMI is 22, BF probably around 23-24.

I’m actually pretty okay with my measurements, even though I’m not slim, but I really want to try cutting down my thigh and hip. I’m really short and big thighs really don’t look good on me, makes me appear shorter than I already am.🤔🤣

I’m a “retired” athlete, (BMI used to be 17-19, but I got lazy since I’m “retired”) so I would say it’s actually pretty easy for me to lose weight and get back in shape, but nothing I do can help me cut down my thigh. I notice that my fat tend to accumulate in my thighs and sometimes lower abdomen, but mostly thighs. While I do have a family history and big thighs and hips, I believe there’s something I can do to somehow cut down my size, and I’m willing and ready to do it.

*BTW I was a sprinter, then a long-runner after because I’m short and couldn’t compete with long legs sprinter😂, so my thigh are already big back then. But they’ve gotten bigger ever since then and they’re not going away.

I’m currently doing squats, side leg raises, butt lift and outer thigh press. I also do planks, push ups and V-sit for my lower abdomen.

Do advice me on what you think I should do, or share with me your fitness tips. Thanks in advance!!💕
