How to apply CICO with a low resting metabolic rate?

I need some guidance here. I took a resting metabolic rate test earlier this year. My results show my resting metabolic rate is a little over 1100 calories. I suppose it makes sense since I’m 5 ft tall and weigh 118, give or take 2lbs. I’m having a hard time keeping at or below this to help me lose the last 10lbs. The portions seem so small. On the days I keep at or below 1100, I’m hungry and sluggish. I eat three meals a day. I include lean proteins (fish and plant base, not a huge fan of other meats), whole grains, starchy and non starchy vegetables. I follow the plate method for lunch and dinner. I do intermittent fasting (16:8) during the week. I work out 3x a week. Still, I’m stagnant because I’m hitting 1300 calories a day when I don’t fully restrict.

Question, how do I keep at or under, what I see, as a low caloric number for CICO to work, without feeling like I’m completely restricting myself and am feeling tired, hungry and plain miserable? Are there recipes out there that are filling but low cal?
