Critiques on my 3 phase plan?

I'd really appreciate any advice and critiques on my three phase plan. I'm male who is skinny fat and specifically hates his love handles. I am average height and build, and my TDEE is 1991

Phase 1: PPL lifting plan while eating at a 500 calorie deficit (2000-500=1500 per day) which includes drinking a post workout protein shake and as much healthy protein as possible while also eating plenty of healthy protain, complex carbs, and good fats. I'm Indian and most of our food luckily is very healthy, so I'll probably be having most of that. This phase will end when I have visible abs and/or my love handles are gone

Phase 2: PPL lifting plan while eating at a 500 calorie surplus. Will probably keep the food mostly the same, just more protein and carbs to reach the caloric surplus. Goal here is to maximize muscle gains and minimize fat gains. This phase will end when I have achieved my goal physique, which right now is probably something like this or this

Phase 3: PPL lifting plan while eating at maintenance. Goal here is just to maintain basically, and this phase will ideally only end when I'm like 50

I know this might be a 'backwards' plan since most people bulk and then cut, but I don't feel comfortable bulking first when I already have excess fat hanging on my belly and waist that I know is always the last to go.

TDLR: cut, bulk, maintain
