Why do strangers think it’s ok to call someone else fat?

I am visiting NYC, and was having a great solo day walking around the city seeing the sites. But as I was walking down the sidewalk keeping to myself, a stranger walks past, turns to me and says “you’re fat.” And we both keep walking our separate ways.

It’s not the first, nor will it be the last time that a stranger will comment on my weight. I’ve gotten better at brushing it off over the years. I try to see it less as a reflection on myself, and more a reflection of how miserable that person must be. But it bums me out, and I am trying to be more forthcoming with my feelings rather that bottling it up inside, so here I am.
