Down to eating 1400 calories a day, still not losing weight.

Hi all I (M19, 6'1, SW:245lbs CW:193lbs, GW:180lbs) have been consistently losing weight for the past 8 months by counting calories, however I've recently hit a wall for the last 3 weeks, and I've cut down to around 1400 calories a day for the last week and a half but have not lost any weight. I do 90 minutes weights and cardio everyday, and my diet is mostly protein to help preserve muscle mass. I'm sure I'm accurately counting calories because I'd been able to hit my target weights up until this point, does any one have any idea what is going on? Do I need to cut further? I just don't see how it's possible for me to not lose weight eating so little.
