Been in a calorie deficit for 2 months and can’t seem to lose any more weight

So, as the title suggests, I’ve been calorie counting for the past two months. I’m 5ft 4, female and weigh 203lbs. My goal weight is 140lbs so I’ve been eating between 1600-1800 calories a day. The first month went great and I lost 10lbs, but now I’m into my second month, I can’t seem to shift any weight!

I gain 1lb and then lose 0.5lb each week and it’s starting to get me down. I walk my dogs most days unless my husband takes them out so I get around 4 hours of exercise a week. So far I can’t see a difference in my body and with the summer coming up, I’m starting to get anxiety attacks at the thought of having to wear less clothing and feel/look fat.

Does anyone have any advise on how I can kickstart my body into losing the weight again?
